Bug - Cannot Reproduce Skill casting and buff

Reproduce step:
1. Go to Skill casting tab, select a buff that can be cast on others (I selected Carlweather's Cantata of Confrontation)
2. Enter a victim name in "The victim" and press enter.

The result should be that the buff is cast on the victim, but instead the buff is cast on self and "The victim" field is cleared.

I just did all of that (step 0 was remembering where to find the Skill Casting window) and the buff was successfully cast on another player. I even tested with cantata just in case that part was important.

I suppose it could be something weird with it being a tab instead of a window...

My skills are in a tab so I tried it (first w "# of Casts" set to 2 then with that field empty):

Casting Carlweather's Cantata of Confrontation on PeachPye 2 times...
Carlweather's Cantata of Confrontation was successfully cast on PeachPye.
Casting Carlweather's Cantata of Confrontation on PeachPye 1 times...
Carlweather's Cantata of Confrontation was successfully cast on PeachPye.
