It'd be nice if Mafia treated this like Travoltan Trousers: equipped it before casting things, restored outfit after. I have one I'd be happy to loan to a mafia dev for a few weeks if they'd like to add support (and play with it a bit).

Or does it already do something and I'm not getting it?

The +5 to buffs effect works without it being equipped. It should be auto equipped if the -1 to cast spells is necessary, but I'm going to guess you probably have a few items with -mp to cast spells that provide a larger bonus.

It's in there, with the same basic rules as other MP cost reducers:
* won't trigger for Ode or libram skills,
* only triggers in ronin or HC,
* won't optimize beyond a 1MP cost for the skill being cast, or a total reduction of 3,
* won't replace a Brimstone Beret.
