Feature Allow maximizer to utilize wishes as a source for effects

Following up on Ryo_Sangnoir's suggestion in the current challenge path thread: I'm requesting the addition of wishes to the maximizer as a source of effects. I realize that if it were simple to do so it this request wouldn't be needed but I'm hopeful that someone will be willing to tackle it.

Considering that the maximizer suggests Cargo Shorts pockets as a source for effects, this seems reasonable.
