With SVN, it's certainly possible to give access to the author only (and perhaps an "admin" for future updates should the author disappear). Additionally the owner of the SVN server can always assign a new "author" (or authors) if needed.
It also has an understanding of groups, and separate permissions for read/write, so read can be anonymous, and write is authenticated (same as google code in that regard).
