Feature Summon Kokomo Resort Pass needs skillLevel property

This is mostly done, except Mafia does not know that [Summon Kokomo Resort Pass] cannot be multi-cast, and needs to be cast multiple times individually in Breakfast.

For me, "skillLevel135" = 3
