Bug - Fixed Sea Item Drop Penalty doesn't show in sidebar or modtrace

This used to work (I believe?), but now adventuring in the Octopus's Garden shows my above-water item drop, not including the penalty.

Anemone Mine is showing up, but only with 100%. My guess is
>Zone The Sea Initiative Penalty: -100, Item Drop Penalty: -100, Meat Drop Penalty: -100
isn't applying.
