Bug - Cannot Reproduce Encounters reporting as + 0 percent

I am running smooth movement, sonata, and have the ball room set at decrease

Mafia is showing encounters at 0 percent instead of -15 %

Carls is not running nor any other odd buff or effect.

Current build is 9710

What does "modtrace combat rate" say?

I have never once had an issue with combat rate misreporting, and I do look at it frequently to double-check myself, so I'm also very curious what "modtrace combat rate" will report.

side note - holy crap had no idea about modtrace. this rules.

Marked as Cannot Reproduce. I even have this value displayed on my charpane constantly, so it would stick out if it was ever wrong.
