I clicked on the link and it opened in the same tab, which certainly could be due to OS settings although they are set to open new tabs and not windows or reuse tabs, but the real nit I was picking was that the old behavior did not require any action from me to open the tab or window required to resolve the problem. I don't want to have to click on that link. I would like it to open automatically. I understand this whole issue is bound up in the "Popups - Good or Bad?" debate so all I really need to know is whether it is possible to retain the old behavior and if so, how? Possible in the sense of changing settings, not possible in the sense of reverting commits or writing new code.
