Actually this most likely isn't a bug at all, just a single use case where some other code that usually gets run doesn't get run, so I would remove the Feature Request tag since looking at it there is already a feature that has been added that gives you the +1 filthy lucre goal for bounty zones.
Expanded my testing to figure out why in most cases I was seeing the +1 filthy lucre, and in this one case I wasn't.
Found out that when you select a bounty the +1 fility lucre gets auto-added to the list of goals by default.
For example:

top image was before I selected the bounty,
bottom image was after, when I accepted the bounty, it switched my location and changed the goal to filthy lucre.
However, if the last place you adventured, or just selected the location in the UI before going to the bounty hunter (such that the bounty location was already selected in the UI), it doesn't replace the list of goals with '+1 filthy lucre' which is the problem.
Use case where it doesn't get auto added:
1) Make sure no bounties active,
2) Adventure in a zone that will have a bounty for that day
3) Make sure location in kolmafia UI is set to that location, and there is no +1 filthy lucre in goal list
4) Goto bounty hunter and select the bounty for the zone you had just adventured in
5) Notice that +1 filthy lucre isn't added
As you can see in
http://imgur.com/95JM1dj it does add the +1 filthy lucre since I hadn't pre-selected the zone before hand and removed all the other goals that were in the image in the first post, so it isn't a bug/needed feature needed in South of the Border
