KoL claims otherwise, and furthermore, KoLmafia is capable of using SGEEAs via the uneffect command. So why does KoLmafia claim that you can't use one directly?

The answer to your question, "Bug or Feature?" is that it is a feature, not a bug.

You cannot simply use a sgeea because you then have to answer a question about what you want to uneffect. If you try to use it from the relay browser you'll see this. That's why correctly use a sgeea you need to tell KoLmafia what to uneffect.

Because you can't use one. The [use] link in kol redirects to uneffect.php. You can use SGEEAs with the uneffect command in mafia.

What would you even expect mafia to do when you tell it to "use 1 sgeea"? Pick a buff at random to remove?
