Retrieval order

The wiki documentation for retrieve_item() refers to Retrival order which, in turn includes "budgeted pulls from storage". As a suboptimal HC player I have no idea how the budget is assigned or managed by mafia. Does this really mean the first 20 times (max) retrieve_item() can get something from storage, it will, or is there something more controllable going on? If so, how is it controlled?

Is there a speculative equivalent of retrieve_item() that will tell how the item will be obtained but not actually obtain it? I suspect not but figured I'd ask. Not sure it is worth making a Feature Request if it isn't.

Context - I have not given up on my alternative to EatDrink and one of my preferred simplifications would be to leave item acquisition to mafia and not the script.
 
You can set # of (remaining) budgeted pulls in item manager on the storage part (bottom right corner).
If there are any budgeted pulls remaining, then anything that would consider closet (I think) will also consider storage.
