It is going to the Plunger to do it for you.
Looking at the dropdown the Plunger presents to you, I see the hot clusterbomb there.
Looking at the ingredients KoLmafia is submitting, they look correct.
Pondering.

Edit: the plunger says:

Those items don't combine to make anything, Citizen. Perhaps we should try something else.

Huh. This might be a KoL bug. Continuing to ponder.

Yes. Bug report submitted:

I am in a sign with access to the Knoll.
I want to make a hot clusterbomb, which is a meat pasting recipe.
I went to visit The Plunger

On his "discovery" dropdown, he offers: "hot clusterbomb (hot cluster + length of old fuse)" (which proves I know the recipe).
I tell him to make it. The browser submits:

knoll.php?action=combine&pwd&item1=6551&item2=6580&quantity=1

The Plunger says:

Those items don't combine to make anything, Citizen. Perhaps we should try something else.

I manually enter a length of old fuse and a hot cluster and tell him to combine them.

KoL submits:

knoll.php?action=combine&pwd&item1=6580&item2=6551&quantity=1

The Plunger says:

Those items don't combine to make anything, Citizen. Perhaps we should try something else.

Using vanilla KOL and visiting plunger and attempting to create a hot cluster bomb has same message:

Those items don't combine to make anything, Citizen. Perhaps we should try something else.

I tried both manually selecting the hot cluster and length of old fuse AND selecting hot clusterbomb from the preset list

I think this means is IS a KoL bug
 
Now that the plunger no longer requires a special URL - you use the regular crafting interface, but it automatically does not require a meat paste if he is available - I am sure that this is no longer a bug.

Clever of them to fix my bug report this way. ;)
