I had debug logs created at four different points during the end-stage of a WOTSF run this morning. The first time I noticed it was when I had queued a pumpkin pie and 2 hell ramens in the item manager and hit the create button. It took a good three minutes to create the pumpkin pie and then took a few more minutes to create a single hell broth. At that point I logged out of KOL and shut down KOLMafia.
On restarting I was able to pick up where I left off but I had Mafia "slow down" on me a few more times after that. Each time I was able to log out, restart Mafia, and proceed without the slow down.
All adventuring was occurring in the relay browser.
