Bug - Fixed Quest Tracking problem for questL02Larva

I don't know when something changed, but it used to work so I bet KoL changed something. Now when visiting the council with the mosquito larva in inventory, questL02Larva is not being updated.

Okay, obviously there was more of a problem than I realized since the quest was still marked as unstarted! One problem at a time. Here's the html from the council.

I should've reported that a while ago I guess when I noticed BCA doing stupid things since that setting was never set correctly. I'll be ascending Wednesday probably so should be able to get the start html if no one has done so before that.

ETA: Visiting the council a second time without having finished the quest at least set it to started.
