Since it doesn't use a fancy ingredient, like dry noodles, it doesn't cost a turn.

Interestingly, some (all?) fancy ingredients are marked as such in items.txt, but that isn't used to determine whether crafting will take a turn. That is determined by the crafting type in concoctions.txt (which I updated for this one recipe).
