New Content - Implemented Drop rate of GOTO known

Whilst (unsuccessfully) farming Menagerie for QuickBasic Elemental, I noticed that drop rate of GOTO wasn't given in Mafia. After proving to my own satisfaction that it was 30%, I went to the wiki to find it already known.

Short version, drop rate of GOTO from Basic Elemental is 30%, Mafia shows 0.
