Bug Cannot find a free port

Hi! I can't open a relay browser because Mafia can't find any free ports in the given range.
I'm on windows. I've done some digging into the firewall and netstat, and neither of those show anything to do with that range.
This has persisted across machine restarts.

Try a hard restart: right-click on the windows icon in the lower left, go to "Shut down or sign out -> Restart".

Doing a shut down -> switch back on doesn't properly clear some things up.
