Bug Buying from Crimb-o-vend 3000 should work

You can spend crystalline cheer by clicking "use", but you can't buy from a coinmaster:

Are the mechanics of this:
* the store is available for every account with cheer
* the skillbooks are available if you were around for the original Crimbo (wiki says "unlocked during the event" which is unclear)

Correct. Everyone can't spend the cheer, but only people who reached a certain progression during that crimbo can buy the skill books. Unfortunately its not totally clear what that level of progression is/was.
