Happening with all mafia versions that I used but just now confirmed with r19077...
The Quest Tracking Preference questM18Swamp does not actually advance from "started" by handing any of the items Marty is asking for over to him. So even if you finish the quest and get the reward, the tracking will still be stuck at "started" and never progress to "finished".
