There is another effect with that name. I'm pretty sure mafia can't support both of them.

Yeah.

I noticed this myself a couple weeks ago. I have a note:

cryptic, I know, but it points to exactly this effect...

I've added it, but commented out. Doesn't really help much, but at least the datafiles show why it's not there.
