Since the bonus from Gar-ish doesn't depend on how many turns you have of it, it would be convenient if mafia just used one of them. Maybe mafia could skip using one if you already have the effect, which I guess would mean a new section in UseItemRequest.maximumUses() instead of adding it to the block with ketchup hound.
