Feature - Implemented Hatrack Hat Tracking

There's already quite a lot of support for the Hatrack in Mafia, but the major missing one at the moment (thanks to the fax) is the Spangly Sombrero. Would it be possible to get the info on these updated?

r8854. Alhifar, where are you getting fairy+ghoul for the effects? Wiki says fairy+potato, that's what I used.
