It seems to me that if autostartGalaktikQuest is true, then mafia should automagically turn in the items when they have been gathered.

That said, doing so is a server hit and they will be turned in next time Doc. G. is visited so the only reason to do it automatically is so that anything making healing decisions (such as Universal Recovery) is using up to date information. Still, if we accept it automatically it seems we should acknowledge that it has been finished automatically as well.

r10865 returns true from galaktik_cures_discounted() as soon as you have all of the quest items, so all decisions concerning the Doc's prices should be up-to-date even without a server hit.
