I recently learned this:

cast Scarysauce => gain effect Scarysauce (Sleaze Resistance: +2, Cold Resistance: +2)
cast Scarysauce (with velour viscometer equipped) => gain effect Scariersauce (Sleaze Resistance: +6, Cold Resistance: +6)
cast Dirge of Dreadfulness => gain effect Dirge of Dreadfulness (Spooky Damage +12, Spooky Spell Damage +12)
cast Dirge of Dreadfulness (with velour vaqueros equipped) => gain effect Dirge of Dreadfulness (Remastered) (Spooky Damage +36, Spooky Spell Damage +36)

Should we consider doing item swapping (much as we do with MP cost reduction gear) for those two skills

In the edge case where having a specific effect is more important than what the effect does (or you want a specific amount of X stat etc. etc.) I suggest having this be on by default but toggle-able by a preference/option/what-have-you.

Otherwise, that sounds really helpful.

Other questions that come to mind: what would happen if you have (for example) Scarysauce in a mood, in this situation? Would Mafia always be under the impression that you don't have the buff you asked for, even while having the improved version of it?
Can you even have both of them at the same time?
Other potential mismatches of that nature, at least for built-in Mafia behavior?

According to the wiki you can have both effects (from both pieces of velour equipment) at the same time. Verified.
