Bug - Fixed Rats are in the wrong Tavern

There are rats in the Typical Tavern, drinking our booze, but strangely there weren't any rats in the Tavern Cellar where I was told to fight them. Please switch that.

In case I wasn't clear, when the Tavern Cellar was added as a zone, distinct from the Post-Quest Tavern, the entry for the Rats wasn't changed to their new location.
