I already had a counter up and knew next turn was my semi-rare, so why'd Mafia waste my fullness like that?

It's a 'feature' of using BBB and CC together. They both try to do it, and BBB (if you don't tell it not to) will try to eat another fortune cookie on the adventure with the semirare...

In your case, it may just have been due to BBB by itself.
