Do you have a huge amount of +ML, perhaps? That cancels out -combat at the rate of 1% per +5 ML...
If that's not it, there's a lot more to say, actually. Start with the version number of the program, and your current equipment.

Arg, I can't recreate it.
I'm using KoLmafia-6755.jar
I equipped the ring of conflict, then the Yendorian Finery. It stated I had -5% encounter, which was odd in and of itself. I took off the ring and put it back on a couple times from the inventory screen and it stayed at -5%, and I I just went ahead and posted here, and went on with my day. My apologies for not having more data.
