Static Shock Usage

I'm putting this here since i don't know whether this is KoL or mafia.

Something puts a bunch of buttons at the top of the adventure frame in the relay browser. I think it is mafia but it just appeared and I have never had to figure out whether it is the KoL Combat Action Bar or something else. When I use a skill it gets added to the bar, possibly replacing a recently unused skill. One time skills are grayed out, such as Noodles or Steal. I have recently discovered the MP regen benefits of Static Shock. However the skill is a one time use and the button does not gray out. If someone would educate me so that I know this is mafia, I will submit a report or just look at it myself.

This is almost certainly mafia. I don't know all of what is involved, but relaySkillButtonCount and stationaryButton1 through stationaryButton5 are relevant properties that can probably help with tracking it down.
