Feature - Implemented Refactor goals into data file and enable overrides/additions

Subject says it all, really... this would make things so much simpler for those times when we wish to add a new goal to KoLmafia for a zone.

Thoughts on how to implement this:
Since one zone only has one snarfblat number, use that as the key in a INI-like file. The value could be a semicolon-delimited list of conditions in the usual format KoLmafia understands.

The default goals are already in a data file (adventures.txt).

Having a way for Mafia to remember custom goals from the interface would be great, though.
