Feature - Implemented Paste NG at tower

Mafia buys hair spray and makes the WAND at the tower. Can it also make the NG at the base of the tower if it sees that there is a spare N that is not going to be used for the WAND? especially on a muscle sign path, there is no harm in this as it costs no meat or adv and can be untinkered. meat paid for hair spray is also more than 10 for meat paste.

I could swear it used to do this... but ever since tower item handling was updated to ignore stuff you don't need, for those with a full scope, I haven't seen this come up. You don't by chance have a fully upgraded scope do you?

I believe it still does this if your scope does not say that it is unneeded. (That would require only a level 6 scope, not a level 7)
