Looking very like drop % on the Smoking grass is 10%, it can be pickpocketed and rave stolen and yellow rayed etc. Wiki suggests 2 might drop, but this seems unlikely (Aravagantos got 330/330 with Rave Steal running +items, even 1% chance of a second would be likely to show up there).
The guess at Hot Egg drop % is 0.1%, but clearly this is hard to spade reliably, and it can't be forced.
