Is there any script that will auto-use PADL phone/communications windchimes when it won't be taken away and burn MP until those items will restoe MP?

Is there anyway to do if then conditionals?

If monster has pants use paper shuriken.
if monster drops meat use disco nirvana.

As far as I know, the trigger for not having the item taken away has not yet been properly spaded.

You can always just write a custom combat script--that's what I do for the battlefield.
