Bug - Not A Bug KGB dart tracking

The prefref for _kgbTranquilizerDartUses doesn't actually work, because Mafia somehow thinks using the Dart skill is casting Chance, and it doesn't give the x banished by y message.

Were you using 18080 or later?

18075, although I looked at the other thread, which was only talking about the skill image. If it also fixed there, sorry for the dupe report.

The lack of an image meant that the whole line was bad, so mafia didn't know about the skill.
