Chilled to the Bone is the dread effect that lets your enemy attack you multiple times per round; Falls-From-Sky is a dread boss that requires you to counter his special attacks with the appropriate special skill, and telegraphs the coming action with special combat messages. Mafia parses the telegraph messages to figure out what skill to respond with.

So with Chilled to the Bone, he'll telegraph multiple actions in the same round; mafia parses the first one and quits. But apparently it's the final one that matters. For example:
Code:
You fend off some of the attack with your shield.
You lose 15 hit points. (stench damage)

Falls-From-Sky begins to spin in a circle.

Falls-From-Sky glares at you with a fiery eye. You get an instant sunburn.
Ouch! Eek! Eek! Ooh! Ooh!

You fend off some of the attack with your shield.
You lose 17 hit points. (hot damage)

Falls-From-Sky begins to spin in a circle.

Falls-From-Sky briefly becomes a mirror, showing you your place in the Universe. Tiny and insignificant, you shudder.
Ooh! Oof! Ooh! Argh!

You fend off some of the attack with your shield.
You lose 15 hit points. (spooky damage)

Falls-From-Sky begins to paw at the ground.
Mafia suggests the counter for "begins to spin in a circle" but it's "begins to paw at the ground" that counts.
