Default Detect when mall purchases fail because player is disabled.

We detect when trying to buy from a mall store where the owner has baleeted you. However, the folowing also results in a purchase failure:

This store belongs to a player whose account has been disabled for policy violation. Its inventory is frozen.

It would be nice to mark this store as unavailable, also.

Revision 17622 now detects that error and gives a special message, much as it does when you are on the player's ignore list. I don't think either case makes us skip the respective store in subsequent searches. But, at least, I see something other than "fail to yield" in the gCLI, and therefore know to not bother retrying the purchase.

System Message: A new trivial update has been posted: The stores of disabled players should once again not show up in mall searches.

Sigh. Well, at least the KoL bug was fixed even though you had to spend some real time on it first.

It's better this way, since we don't have to attempt a purchase to discover it will fail.
