Mafia doesn't allow me to use a tiny house to remove beaten up when at full hp. At least not from the cli:
Code: 
> use tiny house

(usable quantity of tiny house is limited to 0 by needed restoration)

> ash have_effect($effect[beaten up])

Returned: 3
