Why does Mafia list two Hit: and Evade: numbers (and what do they mean)?

This is a question I've wondered about for a long time, but never got around to asking.

In the Location Details pane, Mafia lists two numbers for Hit: and two numbers for Evade: (or, actually, two sets of two numbers. One set is percentages [0-100%], and one set is integers [-X to +X]).

Obviously, this indicates something having to do with hit chance and evade chance. But what, exactly?

I think, without looking at the code:
Hit - First % is the chance to hit the monster in the zone you have the best chance to hit, second % is the chance to hit the monster in the zone you have the least chance to hit. Number in brackets is the amount you exceed (or miss) the chance to guarantee hits.
Evade - First % is the chance to evade the monster in the zone you have the least chance to be hit by, second % is the chance to evade the monster in the zone you have the most chance to be hit by. Number in brackets is the amount you exceed (or miss) the chance to guarantee evades.
Neither consider crits, naturally.
