Feature - Implemented Don't manaburn on Brood as AoSP

I'd like to request that Brood is removed from the list of possible mana burning skills since it is a -combat modifier which you generally don't want to prolong just like that.

While we're at it, it might be good to remove Rev Engine as well, since with certain muffler upgrades it can give Muffled or Umuffled.

Maybe Rev Engine would only be unavailable for manaburning when the player has these upgrades (the Extra-Quiet Muffler or Extra-Loud Muffler).

Mana burning is already supposed to be disabled for Rev Engine
It does need to be added for Brood though (skill 15028).
