If the player is mysticality or muscle the preferred plumber tool will be a weapon. However, if -weapon is included in the list of keywords maximizer will fail to equip a plumber tool.
I think both problems were caused by the same thing, my disembodied hand had the whip equipped and so the whistle went to it and I got the curmudgeon. Thanks for clearing that up!
