It wasn't supposed to stop you. It was supposed to be a purely informational counter, like the Communications windchime or the PADL phone counters.
It's probably behaving this way because I wanted you to be able to click on the image and be taken to the shore. Interestingly, having done that, if you try to take a vacation, it pops up a warning screen. I would have expected it to behave like the absinthe counter, which you can click on to go to the Wormwood, and if you adventure in a Wormwood location, you get no warning.
I'll make it purely informational, like the windchime counter, and worry about how to get the image to take you to the shore later.
